[Abstract]
This study aims to identify major determinants of the adoption of e-Commerce(EC)and the extent of EC development in Small and Medium-size Enterprises (SMEs) in Korea. Based on the technological innovation and information system literature, this study develops an integrated model of EC adoption and expansion which is applicable to the Korean SMEs. A questionnaire survey was conducted to empirically test the integrated model. The estimation results supported the model, in general, and the major hypotheses on EC adoption and expansion. Statistical analysis on the survey data shows that EC adoption decision by Korean SMEs is made mainly on the basis of CEO characteristics, EC system characteristics, and firms' organizational characteristics, while EC system characteristics, and firms' competition environment play important roles in EC expansion. The Korean government plays an important role in EC adoption, but its role abates in the process of EC expansion. In the end, the paper also suggests several implications on government policies for the EC establishment in Korea and directions of future research.

[Abstract]
The purpose of this paper is to examine the similarities and differences in the women's SME business ownership in Korea and in the U.S. The Korean data for this study was collected by conducting a survey of the national representative sample of women entrepreneurs in Korea. We did a comparative analysis of the Korean data and the existing U.S. data. Despite differences in the business environment and socio-economic conditions in the two countries, we found more similarities than differences when it comes to women's entrepreneurship. In Korea, women business owners comprise 32.4% of all the business owners, while in the U.S., women business owners are found in 38% of the total firms. Almost all the women owned firms are SMEs and are relatively smaller, younger than men owned businesses. In both countries, women's businesses are concentrated in a very small number of 'female industries'. A trend worth nothing is that recently, the number of the women owned business has shown a rapid increase.
Regarding the start-up process and the ways of management, women's businesses in the two countries reveal very similar characteristics. In the start up process, women create their businesses from scratch, and the intrinsic motivation of entrepreneurship propels business creation. Women mobilize their start up capital mainly through their personal capital and the their former job has a great impact on their business creation. Women in both Korea and the U.S. demonstrates a cooperative leadership style, have a relatively flat hierarchy, and show great concern in details, invest significantly in employee welfare measures.

The Usefulness of Intellectual Assets Information on the Failure Forecast of Small and Medium Businesses
  • - Huh Young Pin (Chung Ang University)
  • - Shim Sang Gyoo (Korea Credit Guarantee Fund)
[Abstract]
The intellectual assets play a major role in creating firm-value. As corporations actively allocate resources on intellectual assets to maximize value, the importance of intellectual assets is gradually increasing. The conventional accounting system in general does not allow capitalizing resources spent on creating intellectual assets but requires them to be treated as costs. This in turn keeps management from investing in intellectual assets and results decrease in competitive power of the company.
This study attempts to measure intellectual assets and tests the usefulness of intellectual assets information on the failure prediction of medium and small businesses. The results are as follows. First, the intellectual asset measured by NCI model constitutes average 30 percent of tangible assets. When the intellectual asset is incorporated on balance sheet, amounts of assets and capital increase by 21% and, 58% compared to those of conventional balance sheet, respectively. The debt to equity ratio is improved from 224% to 132%. Second, multiple logistic regression results seem to indicate that the intellectual assets ratio [(total assets-intellectual assets)/total assets] shows significant positive relationship with company failures. This result is as expected. The results of this study seem to justify arguments that accounting standard-setters should enact the accounting standards requiring the measurement and disclosure of intellectual assets and that credit rating companies and financial institutions should take intellectual assets positively into their considerations.

  • - Roh Seung Hyuk (Sungsim College of Foreign languages)
[Abstract]
An agreement of WTO allows the WTO members to take a safeguard action when they have critical damage on their industry, e.g., the breakdown of the allied industries due to imported commodities. South Korea is also uting this system even though there have been many problems in relation to it. This paper sets out to review such problems and to suggest some strategies to improve the system.
First, it is suggested that the possibilities of disputes and troubles should be removed by clarifying the criteria explicitly. Second, concerning the several relief projects for the industry damage, which have been decentralized wrongly by different laws, they should be integrated and then operated effectively and efficiently. Third, it is important to establish the reliability and validity of the judgement and relief actions that the trade committee forms in connection with the damage; Otherwise, it might be unable to secure objective views of foreigners. Finally, a special courthouse is required to deal with such trade disputes exclusively.
