This paper focuses on reviewing the development process of SBAs in Korea and their main activities. Additionally it discusses how SBAs should take action to confront the new economic environment created by globalization and information technology as follows:
(1) Cooperative organizations must cope with global markets by collecting various ideas and powers of enterprises in the proximity area.
(2) It is very important to develop educational programs to upgrade the quality of SBAsꡑ leaders and employees.
(3) Networking between members must be strengthened to enhance small business enterprises (SMEs)ꡑ ability and promote international activities. It is especially important to review the plans for building close relationships with the relevant overseasꡑ counterparts to make joint inroads into the larger world market.

The footwear industry in Busan has moved its production facilities to foreign countries due to the increase of labor costs since the middle of 1990s. In addition, the challenge from South Eastern countries armored with a low cost weakened its growth. However, the footwear industry still plays a great role in the economy of Busan. Accordingly, the state government and the footwear companies try to search opportunities to takeoff. Among them, the informatization plan for footwear industry has been spotlighted. For its successful implementation, it is necessary to understand the current situation of informatization first. This study examines the status of informatization of footwear industry and extracts the implications. The result of a survey on 470 companies showed that the footwear industry remains in the early stage of informatization. Since the companies' informatization level is various, it is implicated that the differentiated policies should be applied based on the company size and type.

This paper proposes that we need to offer Business and Entrepreneurship courses to our school youths. It says that economic education alone will not be sufficient at all if we really wish to deal with such problem as the high rates of unemployment of the high school and college graduates. The economic education done in the past for the school youth has been criticized for being totally impractical. Looking for the reasons of impracticality, it analyzes into the contents of the high school economic textbook thoroughly, using as benchmark the Voluntary National Standards in Economics set by the National Council of Economic Education in the U.S. It finds that the textbook is completely devoid of the concepts of business and business motivation and it never deals with entrepreneurship whereas the U.S. Standards require them as the major topics and contents in their economic courses. The paper goes on to emphasize that our school should go beyond strengthening economic education. It stresses that it is time to teach students the basics of business and entrepreneurship as regular courses in the curriculum in place of the economics or in addition to it. To support the argument, this paper illustrates and observes diverse aspects of necessities pertaining to the business/entrepreneurship education internally as well as internationally.
It concludes that business educators should be aware of a new opportunity coming around and alerts them to be ready to help create new courses on Business and Entrepreneurship into the school curriculum.

This study investigates the impact of venture capitalist's reputation on the underpricing of KOSDAQ IPOs. The sample covers 75 venture companies listed on KOSDAQ from January 1999 to December 2000. Our major findings are as follows.
First, IPOs of venture capital-backed firms are less underpriced than those of non-venture capital-backed firms. The difference between two groups is statistically significant.
Second, the degree of underpricing of IPOs backed by of more reputed venture capitalists is less than that of IPOs backed by less reputed venture capitalists. The difference of underpricing is statistically significant.
Third, we also explores the underpricing difference between KTB-backed and non-KTB-backed firms. The underpricing of KTB-backed IPOs is less than that of non-KTB-backed IPOs. And the underpricing difference between two groups is statistically significant.

This paper analyzed the differences in satisfaction of consulting programs in female-owned business and the perceived impact of these programs on small business performance. We classified our comparisons into three groups: those who had experienced a sponsored consulting program; those who had experienced a non-sponsored consulting program; and those who had experienced a combination of the two. There were statistically significant differences among the three groups.
Respondents who had experienced non-sponsored programs in the area of production/operating system expressed more satisfaction with the consulting programs than the other respondents. With respect to the performance variables, profitability showed significantly higher performance for the non-sponsored programs or combination programs than for sponsored programs. Our results indicated a degree of satisfaction for these programs and the positive impact these consulting programs had on female-operated small businesses.

This study analyzed and measured the efficiency of hotels in Korea by using the DEA(data envelopment analysis) models, and suggest a new model which can improve their performance.
To accomplish this purpose, the theoretical and empirical approaches were used. The empirical research was conducted by ing valid samples for 22 the Deluxe hotels, and 22 the First hotels. The results of this study can be summarized as follows:
First, the average efficiency has some differences among the hotels, and the Deluxe hotels show the higher efficiency rate. Also the Deluxe hotels had the highest annual efficiency in 1995, and the First hotels had the highest annual efficiency in 1998. The Deluxe hotels and First hotels have been increased the efficiency since IMF. Second this study provides the causes of hotel's inefficiency and specific value to rid of the inefficiency, and the efficiency measurement using DEA model is suggested for the new performance evaluation method.
These results are expected to provide the empirical evidence useful to enhancing the competitiveness of hotels in Korea.

In this paper, we study what is significant valuation determinants and whether a listed period has influence on the stock price of KOSDAQ firms. The determinants of a stock price are abnormal earning, net book value and the information on beta. Using 671 samples ed for the 3-year period from 1998 to 2000, we adopt multiple regression as the research method. The empirical results are as follows.
Firstly, the coefficient on abnormal earning and net book value is significantly positive, but the information on beta is negative, and adjusted R2 of non-venture's KOSDAQ firms is higher that of venture's KOSDAQ firms. Secondly, the longer listed period is, the higher adjusted R2 of KOSDAQ firms, because the accounting information of a newly listed firms is not sufficient to forecast a stock price or unreliable. The valuation model considering variable on abnormal earning, net book value and the information on beta is significant the stock price model, and a listed period has a meaningful effect on the stock price.

This paper conceptualizes the business model of Contents Aggregator(CA) in domestic mobile internet market.
To accomplish this purpose, we reviewed of literature related to business model, mobile internet business and performed case study. Three research dimensions are ed: type of partnership between contents aggregator and contents provider, locus of contents, way of billing. These research dimensions are combined into a framework for conceptualizing CA business model. A case study using this framework shows that Master CP, Facilitator, Hub CP and Syndicator are dominant CA business model in domestic mobile internet market and each type of CA has its own different role and function.

This paper diagnoses the Small Business Credit Guarantee(SBCG) system, which was created just after the recent Korean financial crisis. We interviewed 100 persons in small businesses which were benefited by guarantee that the Daegu local authority offers.
The SBCG system turned out to have following problems. First, much of its process is duplicated with the Small Business Support Center(SBSC). Second, loans are made way after financial needs. Third, it requires double surety bonds and provides less fund than claimed. Fourth, the complete guarantee induces moral hazard of lending institutions. Fifth, screening criteria are not disclosed. Sixth, small sum short-term loan is not preferred.
We thus propose following remedies. First, SBSC must provide small business management consulting services. Second, a partial guarantee system should be introduced to reduce the moral hazard. Third, SBCG Funds need to be established for better funding. Fourth, a stepwise financial support is required on the basis of periodic evaluation about borrowers.

The purpose of this paper is to investigate quality award‘s influences on the company image, employee customer satisfaction, customer satisfaction, and management performances of company.
The findings are as follows. First, a company awarded with a quality prize has more favorable company image. Second, a company image influences on the product and service satisfaction of customer. Third, favorable company image increases employee satisfaction. Fourth, both product satisfactions of customer and employee satisfaction influence on management performances while service satisfaction does not. Fifth, winning a quality prize influences on management performances by moderating product and employee satisfaction, but there was no significant relation between the quality prize winning and management performances by moderating services and employee satisfaction. Finally, the company image affects customer satisfaction, but no significant relation was found between the employee and service satisfaction and performances.

It is keenly necessary for enterprises to introduce and use the Supply Chain Management System, Which can help them achieve maximum customer satisfaction and customer needs.
To analyses the effect of the supply chain management system on logistics performance, this study ed the management factors, technical information factors and relation factors of the supply chain management system as independent variables, customer service as dependent variables.
The analysis of the above results suggested that the supply chain management would have an effect on the customer service which are logistics performance in korea traditional Soy sauce Industry.
Generally it was shown that the performance of the supply chain management system introduced by enterprises was great in the improvement of customer service.
The reasons of lack of study, this study may measuring of the performance in the aspect of cost, and understanding of logistics.

The purpose of this paper is to present theoretical hypotheses on the determinants of R&D activities of subcontracting small firms and to test those empirically. The hypotheses presented in this paper are consisted of firm characteristics, product type and sales method, funds raising method, and technological factors. We tested those hypotheses with the method of t-test and test on estimates of logit and probit model. And we used the raw data of 'Small and Medium Business Survey' of Small and Medium Business Administration(SMBA) and Korea Federation of Small and Medium Business(KFSB). We found that firm size and technological complexity are the most important determinants of R&D activities of subcontracting small firms, and that subcontracting dependence, export ratio and technological interchange are also important determinants.

This research purports to examine the relationship between changes in performance and changes concerning environmental, strategic and organizational aspects through a longitudinal study of Korean high-tech ventures before and after the IMF bailout programs. We developed a research model as well as a set of hypotheses by examining the previous studies. Longitudinal data were collected from 74 venture firms in two periods (1994-1996 and 1997-1999) to test the hypotheses. On the basis of collected data, we analysed how environmental, strategic and organizational factors are related to performance changes of ventures. The findings of this study are summarized as follows: 1) Performance changes of ventures were significantly related to favorable cost and technology transfer after the IMF-bailout program. 2) Performance changes of ventures were significantly related to strategies such as cost leadership, marketing differentiation, and external resource utilizing strategy. 3) Although the model fit was low, it was shown that performance changes of ventures were related to organizational structure such as classification.

The economic roles and importance of small businesses in a nation, and proportional importance of the regional economy were examined in this paper, specially focused on Busan area. The effects of economies of scale in all sized companies were also appeared as a result of the inference based on the translog cost function in this paper.
The Allen’s Partial Elasticities of Substitution, less than 1, was inelastic. And adaptations among factors of small businesses were more fast than those of big companies by the higher coefficient of the Allen’s Partial Elasticities of Substitution.
The price elasticities of factor demand was also inelastic, and small businesses were more sensitively responsible to the substitution among production factors than that of big companies. As the results of substantial analyses, the difference of relatedness in production factors and the level of substitutions among factors at the price were differently appeared by the size of company.
Therefore it is suggested that administrative policies were uted differently according to the company's size.
